Mail stays in outbox

For a few days, the mail that has been sent will also remain in the outbox with some users. The mail has been sent but there is a kind of copy in the outbox. There is a paper airplane as an icon. When Outlook is closed, Outlook gives the message that there is still mail in the Outbox. We use Office 365 Business.
