Mail Server Not Responding

Can someone please tell me how to fix this error:

Mail server outlook.office365.com is not responding.

i use the email address mailto:email address removed for privacy reasons in Outlook using office 365.

cannot send or receive emails, sent emails are staying in the Outbox.
