Locked out of hotmail

I successfully changed my password 3 weeks ago.  I still cannot get into my hotmail because upon entering my password, it wants to send a security code to my OLD phone number.  There's no option to change the destination of the code.  In my account details, it shows my NEW phone number.  I've tried numerous ways to contact outlook support to no avail.  800-642-7676 recorded voice gives me the address of "support website," which tells me to log into my hotmail account for help!  Duh.  Another number, 843-894-7676 reached a guy who said "wrong number" and hung up.  

Can anyone help, please???
