Junk mail set to least restrictive setting, but sending a lot of good emails to junk anyway

I tried deleting all rules I had built, and changed the junk filtering setting to the least restrictive option and emails from people I have communicated with or opened and read are still going to junk.

I've used Outlook for years and have never had this problem. The only thing that changed when this started a couple of months ago is that I went to Windows 10. Other than that, nothing changed that I am aware of.

Ideas?
