First, please try to only manage the safe sender list in the Outlook Web App (not the Outlook Desktop App).
If the above workaround does not solve the issue, then please check:
- the email header (internet message header) of the email you received in Outlook (https://support.microsoft.com/en-au/office/view-internet-message-headers-in-outlook-cd039382-dc6e-4264-ac74-c048563d212c)
https://mxtoolbox.com/EmailHeaders.aspx can help you analyze this email header.
- the IP-address of the sending email server against known blacklists: https://mxtoolbox.com/blacklists.aspx.
If your business address is a Microsoft work- or school account, then please contact your Microsoft Exchange administrator.
