issue with outlook unable to connect to exchange

hello 

i have an issue with a user 

everytime i try to open outlook i get :  "cannot start Microsoft outlook. cannot open the outlook windows. the set of folders cannot be opened. the information store could not be opened.

i try to redo the profile safe mode etc...

same thing 

reinstall office repair etc... no luck
