Internal calendar sharing blocked

365 ProPlus hybrid environment

User tries to share her calendar, pop-up states "some permissions can not be displayed".

When I do the same on my account, I get the email invite to select who I want to share with. I am a domain admin, but I can't find any settings that are giving me any more Outlook permissions than a regular user. What would be blocking some users from sharing their calendar?
