You can try to use these troubleshooting steps to resolve your issue:
1. Check your login details: Make sure (double check) you're entering the correct email address and password.
2. Clear browser cache and cookies in the browser you are using for loggin in to Outlook on the Web.
3. Try a different browser
4. Check for any account verification: Microsoft might want to verify your account for security reasons. Look for any verification requests in your backup email or phone number and follow the instructions.
5. Reset your password: you can try resetting it through the "Forgot Password" option during login.
The Outlook Desktop app might still work because it could have saved your login details before the issue occurred. So, make sure to enter your email and password manually when testing the app after trying the troubleshooting steps.
