I cannot recover my account

I have register the new email for working but it was locked.

After trying to recover, The number I put in, its returns error message.

Its occur with the my both new register accounts. And there have no useful guideline also have only with auto reply which cannot solved this issue for me. I need urgent support or who can I contact for this ?
