Hacked outlook

So my outlook was hacked over a year ago  ive been trying to recover it since the phone on file is incorrect so can not receive a code and its telling me when i try and verify myself that the answers are incorrect when i know there not. the email for the hacked account is they removed email

what can i do to recover the account
