Gmail labels not syncing entirely with outlook

So riddle me this. I have one user (has office 365 and Google workspace) and his Gmail label's are not coming through entirely. They are showing up but most of them are not populating with emails (some are however). I checked on google to make sure IMAP is turned on, deleted and re added and synced this user. Tried to change the labels names. Put on GWSMO to see if that helps and nothing, still the same issue where some of the label's populate but most will not. However he is still able to receive and send emails and the main inbox, sent, deleted are still working just fine. I am sure there is a simple solution to this and I am just being an idiot and not seeing it but wondering if anyone else has ideas.
