from Windows mail to Outlook on laptop

So today I see that Windows mail is being removed and outlook will be replacing it. OK, 

So I try to install the outlook app and it wants to sync my email with the 'cloud'. Nope. Not going to happen. 

First of all, my email is POP3, NOT IMAP. It's staying as POP3

On my Windows desktop I'm running Office suite (not Office 365) with Outlook. 

On my laptop I want to see my emails without having to go to my desktop. 

I don't NEED to 'sync' with the 'cloud'. I don't want to sync with the 'cloud'.

How do I get around this?
