Fraudulant use

Lately, I have been seeing email with my user name and an addition to it like below:
email address removed for privacy reasons email address removed for privacy reasons.S7S <email address removed for privacy reasons email address removed for privacy reasons.S7S>

I want to know how to stop this kind of garbage from sending me what can only be described as junk and phishing emails.  I cannot block them because Outlook states I cannot block my mailto:email address removed for privacy reasons email even though it really isn't my email.  

Anyone else experiencing this kind of garbage?
