If add-ins are acceptable, you could use a tool like https://azuremarketplace.microsoft.com/en-us/marketplace/apps/sperrysoftwareinc1650990119106.safeguard-send-standard-plan?exp=ubp8&tab=Overview, which can prompt you if you are going to send an email outside the company and there are no attachments.

Yes it works with classic desktop, new Outlook, and OWA, but not phones until November/December time frame.
