Favorites and Following in Groups, Teams, and SharePoint

Not only are my favorites (at the top of the folder pane) changing order on their own, when I try to rearrange them myself they stack.  When this happens the lower folders and the cursor do not line up.  

I have done a full repair (download new office 365) to no avail.  When this happens my cursor presents one below the folders down below.
