enquiry on microsoft outlook app window 10

just to ask a question
is there any way for us to use microsoft outlook app in window 10 without subscription 365 microsoft ?

No, the Windows 10 mail client is not based on Outlook. It's light0weight and basic, like the old Outlook Express client.
A good free (for up to 2 accounts, need a paid license for more than 2 accounts) replacement for Outlook is the eM Client. It works with all accounts - syncs google, yahoo, and iCloud calendar and contacts too. (Monarch is one Office 365 business accounts only - no way it is ready for prime time.)
If cheah has office 2010, it will work on windows 10.

cheah1740 - You can use any of the Outlook apps (Desktop/Android/iOS/Web App etc.) with any Microsoft account, personal or business.

cheah1740 - so it's the Outlook Desktop app, which is bundled with their Office product set, now known as Office365. That's the one version that isn't free and would need an O365 subscription or by buying Microsoft Office as a one off (which is more expensive).
If you only need one copy you might find it cheaper on ebay but it's an enterprise product hence the cost.
Suggest you use the free versions of Outlook, Calendar and ToDo. These 3 together have the equivalent of the desktop functionality, albeit cut down.

For personal accounts you can use Outlook (OWA) for free it works very well, I don't know if you asked about it?

You can add this mail account to the Mail app for Windows10 - synchronization after logging in is automatic
