Encrypt emails

I have one user on my domain who, when they email or reply to an email from just one other user it is always goes encrypted. 

It only does it from outlook client, not from webmail. 

I have already gone through the steps listed in this article here on both sides and the box saying always encrypt is not checked.

I have given the user a fresh profile outlook profile and it still defaults to encrypting for this one user. 

Not sure what else to try one this.
