Email to hotmail address bounces with S3150 error, how do I fix?

I don't think there is a resolution here for you, as it's a Hotmail account, those spammers use tools to spam and it's hard to block them. I tell my clients to block them from the server side each time they get one. As for your error, I have found errors to be hit and miss. Since it was a message from Microsoft, it could mean a few different things.
