I have found a solution and it worked perfectly. Instead of copy-pasting, drag and drop the file in signature settings.

The "drag and drop" works like a charm on Mac and Windows
Even from the signature preview page, so there is no need to download the HTML file of the signature 
Thanks again, and I wish you a lovely today,- It's a workaround, but not a viable solution. Good luck training 1000+ users to do it that one specific way or it won't work. Many of whom have low tech skills, and single monitor setups to try to position everything for a successful drag and drop. Great work around for technical users, not realistic for the masses.
