Email encoding

Hi Microsoft,

My colleague set his outlook options as below:

1. Automatically select encoding for outgoing messages is checked.
2. Preferred encoding for outgoing messages set to UTF8

But when he send the emails to me, the email encoding is random. Sometime is UTF8 and sometime is Big5. He would like to send the email in utf8, always. What can we do?
