Deleted hotmail account

Hotmail account was accidentally deleted in early June.  When I try to recover it, it says the address does not exist.  When I try to create a new hotmail address, it says that it belongs to someone else.  People sending messages to my hotmail address are being kicked back.  However, messages from microsoft are still being received.  Help?
