Custom form script disable by default

I've testing the options outlined on https://support.microsoft.com/en-us/office/custom-form-script-is-now-disabled-by-default-bd8ea308-733f-4728-bfcc-d7cce0120e94 below and it looks like setting those registry keys in HKCU works fine for Windows 10 Home but not for Windows 10 Pro. Both Windows editions (64Bit) with Office 365 Pro Plus 64Bit the behavior seems different. 

Setting the keys in HKLM works as expected. 

Is this expected behavior? 

Outlook version: 2005 (Build 12827.20336 Click-to-Run)
