Changing Security Info

My other Microsoft account has been hacked and they have changed the previous security info to their own. When I regain access to my account and change the password, it does not allow me to update my security information as it says I must wait 30 days which I tried and they cancelled the update a few days later. They keep using the recovery email they set to hijack my account and change the password. Is there anyway to bypass this or another way to permanently remove them from my account? All Microsoft has to do is let me replace the recovery email but they won't let me for some reason.
