I am having exactly the same issue. It is new Outlook for Windows, on Windows 11. Affected changes are message moves, deletions and read status. I have reset permissions, removed and re-added the account but the behaviour remains. The issue is not present on a Macbook I have in Outlook for Mac, which works fine.
