Cant move emails to pst files

Yes, this is a known issue many users have recently started reporting with the New Outlook. PST support was added earlier, but at the moment the functionality to move or drag items into PST files seems to be broken. Emails often bounce back into the IMAP inbox, exactly as you describe.
A few things you can try:
Check for updates – Microsoft is actively rolling out patches. Go to File > Office Account > Update Options > Update Now to make sure you’re on the latest build.
Use the classic Outlook – For now, only the classic Outlook app (from Microsoft 365 / Office) fully supports working with PST files. If moving emails to PST is essential, switching back is the most reliable workaround.
Provide feedback – In the New Outlook, go to Help > Feedback and report the behavior. The more reports, the faster Microsoft can prioritize a fix.
Unfortunately, at this stage it looks like a regression/limitation in New Outlook rather than a settings problem on your side.
