can't change personal information on IMAP account

I'm running Outlook 16.54
when setting up on my wife's computer which is running 16.51 it's possible to make the edit.

for anyone else looking to solve the same issue i saw a workaround on another site.
delete the account and re-add it but don't check the box that says Sync With Microsoft Cloud.
