Cannot log into Outlook or Microsoft

Ongoing problem for over a week.  I can access outook from work computer and iphone, but not from laptop or home desktop. 

  1. At first tried to change password...does not work. 
  2. Then stumbled upon a form to "re-claim" my account.  Filled in all the boxes, which include last 4 email addresses I sent to plus subject lines.  I never got a reply from microsoft and after 48 hours, still cannot log in. 
  3. Un-installed, then re-installed the outook app to no avail.
  4. Created a dummy account so i can contact support (because you actually have to sign in to contact support)
  5. Support told me to fill out the same form I filled out in step #2.  I complied.
  6. I then had access to my emails for 24 hours, but am now again locked out.

Can any one help me?  I will pay someone who can fix this problem.  I need access to my emails.
