Cannot Get Gmail Account to Work on Outlook 2016

I should provide an epilogue to this saga. It seems that what was causing my problem was corrupted credentials for my Gmail account in the Outlook Credential manager. I probably had a corrupt password in the credentials for Gmail that prevented me from logging in.
I tried uninstalling Office 2016 and replacing it with Office 2021. It seems that the corrupt files were not removed during the removal of Office 2016. However in the Credential Manager I found some references to Outlook 2016 that I deleted. After doing that the problem evaporated.
