Archiving not Archiving per Settings

My outlook is not archiving emails per settings.  I get a message that says all folders are up to date...but that is not true.  I didn't realize why my ost file has been growing and growing and growing...and I recently realize i have email from 10 years ago.  The folders definitely say archive emails older than 10 months, but it's not happening.

I tried using a new file to archive, but nothing is happening.

Please assist.
