The Archive folder has nothing to do with the MRM policy process (well, unless you have specifically created a folder tag for it). It's the Online Archive that messages get moved to, but only if the Online Archive has been provisioned beforehand (it will not happen automatically). And items stay in-place until their retention age is reached.
