Always use my response for this server

Hello, Outlook community,

macOS Outlook clients are seeing this problem whenever they are using Public WIFI or Hotspot. 

Outlook was redirected to the server XYX, Deny or Allow (see attached)

Outlook for macOS version: 16.85.1

I have entered the Terminal code to resolve but hasn't worked.
