Adding iCloud account to Outlook

I have an iCloud account where I get a few e-mails.  I was attempting to add my iCloud account to Outlook but I can't get it to work.  I have followed all of the instructions multiple times in both New Outlook and Classic Outlook.  When I do troubleshooting I see Error code: INVALIDCREDENTIALS INTERACTIONREQUIRED.  I have followed all of the trouble shooting documents that I have found but nothing seems to work.  I am using the app password from iCloud and still nothing.  What am I missing?

    Login to icloud.com .  Click on the grid of dots and choose 'Mail'.  Click on the gear in the top left and choose settings.  The primary address is NOT your address, but a @icloud.com address.  Login with _that_ address rather than your email address.

    You then need an app password.  Click on your initials in the top right and click 'manage apple account' and 'apple account settings'.  Login.  Click 'App-Specific passwords' and the '+' to create a new one.  Use that as your password rather than your regular password.

    Now set up iCloud in 'New Outlook'.  It will add and populate your calendar in a few minutes.
