2023 Outlook Desktop App for Mac & Calendar Invites Not Going to Outbox in Offline Mode

In the past, when I want to update a calendar invitation without sending all participants an e-mail, I would work offline, make the change to the calendar event, then delete the e-mail from the outbox before going back online.  It is not working for me now.  Specifically, if I make a change to a calendar invitation or create a new calendar invitation while offline, nothing goes into the outbox (in fact there is no outbox).  BUT, if I draft an e-mail while offline, it will go into the outbox.  Why, when working offline, will an e-mail go into the outbox but not a calendar event notification?  Once I go back online, the e-mails send.  I need to figure out how to delete the draft e-mails for calendar notifications while offline so 100s of people don't get e-mails every time I update an event.  I'm running a 2023 MacBook Pro 14 with Ventura 13.4, Microsoft Outlook for Mac Version 16.73.2 (23052700).  Thank you!
