User with no Add shortcut to OneDrive

We're trying to transition users from opening SharePoint Online from file explorer, and replacing that functionality with the Add shortcut to OneDrive feature. We have one user in a department who is unable to see this option. What prevents someone from getting the button in the toolbar of SharePoint Online? She's running the latest version of OneDrive and Edge.

    jscroggin- bump! Big issue for us, too.  https://www.reddit.com/r/Office365/comments/jpxeax/add_shortcut_to_my_files_feature_in_onedrive_for/  Can anyone at MS confirm or deny?  Or provide detail and context?
