There was a problem signing you in
I'm surprised by the message you got stating "Sorry, we were unable to reset the state of OneDrive".
When you ran the command in the run box, did you first close OneDrive and/or end the service in Task Manager? That may have caused that error.
My second question is when you uninstalled OneDrive the first time around, what was the display name of the application? Was it "OneDrive" or "Microsoft OneDrive"?
RobSoto When I uninstalled OneDrive the name was "Microsoft OneDrive". I remember it because when I looked for it in the Apps list I scrolled down to the "O" and couldn“t find it, so I thought that maybe it was under "Microsoft ...", and it was indeed there.
I have tried again to run %localappdata%\Microsoft\OneDrive\onedrive.exe /reset with OneDrive running, and I got the same error message as before. Then I stopped the service "OneDriveSync_7ff7d" from services.cpl, I re-ran the command, and I got the same error message again.

The support technician guided me through repeating all the steps that I had already taken, matching what had already been suggested in previous answers. Of course, none of it worked. I installed OneDrive in a ne Windows in a VM and it worked perfectly well. But it is still broken in the original one.
