Hi Eric, this problem has been reported to Us and we found it was introduced at latest ODB installers. While our team is working to fix it, one workaround you can use to install OneDrive on Windows 8.1 is using an old version installer, like https://oneclient.sfx.ms/Win/Prod/19.123.0624.0005/OneDriveSetup.exe and then let the product update itself to latest version.
