OneDrive with files shared to anyone erroneously doesn't allow download anymore

Since a few weeks ago OneDrive (corporate environment) doesn't put the download button anymore to the shared link page. The sharing is to anyone and More settings is Can view (NOT Can't download). It used to work so that there was a three dots button, Download within that button. However, suddenly the three dots button or download button does not appear anymore. What happened?

Apparently not all formats suffer from this problem. For some reason, for example .txt files do have the Download button, .mp4 or .mov doesn't. So it depends on the filetype.

According to the IT department there was no change and thus I wonder if this is a new bug of OneDrive, but what is the likely reason for this problem?
