OneDrive Graph API web-hooks (notification) limit

In the following https://docs.microsoft.com/en-us/graph/webhooks page, I see that the limit of the subscriptions that can be created by app and tenant is 100 subscriptions. But it's not clear whether the subscriptions limit is also for OneDrive subscriptions. my app needs a subscription per user/group which can be much higher than 100.
