OneDrive files cannot be accessed

  I am in a difficult situation and hope someone can help. My SSD drive is corrupted thus it cannot be read by Windows. It can only be read in command prompt of Windows Recovery environment. While trying to copy the files to an external drive, I found most of the files can be copied except those files located under OneDrive folder. It shows the message “The file cannot be accessed by the system."

  It seems the reason is related to the above link. Now as I cannot access Windows but only the command prompt. Is there anyways I can get my files back? Although the files located in OneDrive folder, they are not really synced to OneDrive online as the free storage was full already.
