User seat limit on NCE unit price?

Has anyone heard of a user seat limit for the Unit Price on NCE (i.e. the discounted cost direct CSP partners pay)? I'm familiar with the 2,400 seat limit Microsoft imposed on the 5% promotional incentive when moving from legacy CSP to NCE that ran through March 2022, however outside of promotional seat limitations I cannot find any verbiage referencing a seat limitation on the NCE pricing CSP partners receive. I've had a couple other partners tell me there is a limitation on NCE but they can't point me to any documents that include that verbiage.

    SMB Offer SKUs-

    The New commerce experience for seat-based offers in CSP FAQ states that the 300-seat limit on certain SMB SKUs applies to the aggregate of seats on a customer’s multiple subscriptions on that SKU, not to each subscription on that SKU.  

    Think of SMB offers as a smaller group of seat-based offers such as M365 Business Edition SKUs (M365 Business Basic, M365 Business Standard and M365 Business Premium). 

     

    Seat-based offers

    Most of the larger promotions (such as the  “Seat-based offers in new commerce”) allow up to 2,400 seats such as the M365 E3 15% discount in CSP, which is a MW promotion for enterprise.  

     

    If a promotion has a seat count maximum and a partner wants more licenses than the maximum seats, the partner needs to purchase one subscription up to the limit at the promotional price and a second subscription at the non-promotional price. New commerce promotions - Partner Center | Microsoft Learn
