Is it possible to by Software Assurance via the Microsoft Open Value Programm afterwards? In order to supply the purchased CSP licenses with an acive SA. We bought the CSP licenses at the end of last year.

No unfortunately you can't buy just SA via OV for a CSP Software license.
CSP Software licenses are always without SA (though it does include some of the SA benefits). It's not possible to expand the CSP Software license with SA thru OV.

So as far as i see there is no way to be licensed in the right way with the bought CSP Perpetual Licenses. We have to buy new licenses (CSP Subscprition) then or is there any other way to make it work?- Correct, easiest way is to buy Software Subscriptions for Azure Hybrid Benefit, but you might find that Azure based licensing is cheaper vs the 1-year SQL software subscription license; with the 3-year software sub license you are slightly better off than compared to Azure-based licensing but you need to pay upfront or annually for it.
ChristophWanner CSP Software Perpetual can only really be used for dedicated hardware setups, not on virtual setups. This overview shows which agreements (eg. with SA) can be used for which setups (decicated or virtual).
Unless you get dedicated hardware, you can't use those licenses.
If a partner advised you to purchase these licenses for the virtual setup, I'd suggest to let them pay for these unusable licenses
