Power Bi Premium capacity has indeed been deprecated since July this year. Microsoft Fabric is the direct successor for Premium capacity, where P1 = F64.
If they specifically want Power Bi Report Server (the on-premises installation included in Premium capacity), you can still purchase Fabric F64 (or higher) thru Azure and get the Report Server rights.
Alternatively you can purchase SQL Server Enterprise with Software Assurance thru Volume Licensing Agreement to get the same rights to Power Bi Report Server:
