PaulProconsult I know this post is over a year old but I thought I would share the fix that worked for me in case someone else stumbles upon this.

My client was having this issue ONLY with external users who had a Skype account with their email address. Adding the optional/advanced Skype DNS records to their zone file solved this issue for me/them.

  ServiceB in your admin app, under Settings, Domains, DNS records, there will be a Skype for Business section that lists the DNS records you need to add.
