Using Teams in Chrome and New Edge can not download pdf documents

Hi 

I have user that is using Chrome with Teams. When they try and download pdf it doesn't download within the channel. It worked with Edge and once it was upgraded to the New Edge (chrome) it stopped working. Pop-up blockers are disabled and can download without issue when downloading stuff from Sharepoint.
