Unable to Upgrade. Teams Keeps downloading. Teams is redirecting my tel: protocol

There are a lot of issues here with the new Teams. For months I knew about the upcoming release and couldn't figure out how to fix the issues with New Teams. The best solution I found was to delete my profile and recreate it but I don't want to do that. I've had my profile for 10 years. I shouldn't have to delete it. Profiles seem kind of central to Windows. But others found that using a new profile fixes the New Teams issues. 

Now Teams won't stop downloading and installing. I told it not to. I uninstalled it. It reinstalls.
