Bit of an aged thread but ending up resolving this,
Worked through and found to be MTU related. Located in Azure which uses MTU 1500. Cloud providers use PMTUD (Path MTU Discovery) which can result in oversized packets and fragmentation esp when using lower MTU. Set MSS Clamping on outside interface interface and the problem will go away.
