Sending a Teams message from Excel VBA

I'm trying to send a Teams message from Excel when a cell is updated. The cell also has conditional formatting on it. Can I write a custom function that I can incorporate in the conditional formatting to send a message to a specific teams user? I'm not sure about the code format in VBA. TIA!
