pictures taking more loading time

Dear All

exam week, 5 different schools, total 40+ exam happening now;  for some faculty papers student not able to see the pictures when are there in the questions;  i have already given instruction to upload jpg or png with a size leas than 300 KB  even then students are not able to see pictures in the question and progress circle is on and on and on . 

what to do ;  how to fix this issue.    Engineering and Bio Technology , architecture dept got most of picture based question i am facing lots of complaints  pleas help
