That points to interaction between the Teams media stack and AMD driver, not a camera permission problem. Test in Windows Camera, Teams on the web, and a Teams test call with background effects off. Immediately after one controlled crash, collect Teams support files with Ctrl+Alt+Shift+1, note the UTC time, and save the Reliability Monitor or Windows Error Reporting entry plus a DirectX diagnostic report.
