We are also experiencing the exact same issue with this version, which is still the automatic update version being deployed.
We also get some of our users reporting that trying to use the camera crashes Teams completely, and they have to open it again to join audio calls only.
The only way we can get our users working again, is to direct them to the current version on the main Teams download site, which is 1.3.00.28779 and then their camera is working again.

This worked for us.
Users having the issue had REG_DWORD EnableFrameServerMode set to 0 in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows Media Foundation\Platform
&
HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Microsoft\Windows Media Foundation\Platform
Deleting the EnableFrameServerMode key solved the issue.

Ahsan2020 We have no such registry keys. This did not solve our problem.
- fabiogrossDec 08, 2020Copper ContributorGood Morning. I was having the same problem at my company. I opened a call at Microsoft, and they attested to the BUG. I've been testing it every day, and today, believe me, it's back up and running. Detail, there was no update on teams release. It was probably an internal service issue at microsoft. I still haven't received the official return from Microsoft.
